MANIFIESTO Ministerios Educación, Salud y Empleo de Ecuador

Las Organizaciones LGBTI abajo firmantes somos Agrupaciones, Asociaciones y Fundaciones sin fines de lucro que trabajamos en la promoción, defensa, vigilancia y exigibilidad de los derechos humanos de las de las Personas Lesbianas, Transexuales, Transgéneros, Gays, Bisexuales e Intersexuales de nuestro país.

Con la finalidad de levantar un diagnóstico situacional de nuestras poblaciones en los ejes de Educación, Salud, Justicia y Trabajo, nos hemos reunido en la ciudad de Guayaquil con el apoyo de la Defensoría del Pueblo de Ecuador.

Entre otros resultados, el pleno de las y los Participantes, hemos acordado elaborar el presente MANIFIESTO PÚBLICO dirigido a los Ministerios de Educación, de Salud y de Relaciones Laborales, en las personas de el Sr. Ministro Diego Espinoza, la Sra. Ministra Carina Vance y el Sr. Ministro Francisco Vacas, respectivamente; con el fin de abrir un espacio de diálogo.

En este contexto, Nosotras y Nosotros, activistas y miembros de la Comunidad LGBTI del Ecuador,

• SALUDAMOS al Ministerio de Educación del Ecuador y a nuestro compañero, Sr. Diego Espinoza, al Ministerio de Salud y a nuestra compañera Ministra Carina Vance, al Ministerio de Relaciones Laborales y a nuestro compañero,Sr. Francisco Vacas, responsables de gestar la Revolución Ciudadana en estos tres ejes importantes para el desarrollo humano y sostenido de la Patria.

• RECONOCEMOS los esfuerzos que cada uno de los Ministerios viene realizando para garantizar los derechos de los ciudadanos al libre acceso a la educación, a la salud y al trabajo, promoviendo así “El Plan del Buen Vivir” en estas esferas.

• APLAUDIMOS los cambios sustanciales que se han plasmado en estos Ministerios, la apertura y el acercamiento que la sociedad civil tiene con ellos, estrechando de esta manera los lazos que existen entres ellos y la población, garantizando de esta forma sus acciones positivas.

Sin embargo, Nosotras y Nosotros, activistas y miembros de la Comunidad LGBTI del Ecuador elevamos nuestra voz y así:

• DENUNCIAMOS: el acoso escolar del que son víctimas miles de jóvenes que se encuentran en un proceso de auto determinación y/o de transición en cuanto a su cuerpo y a sus afectos.

La insensibilización que existe y aún persiste en los Centros de Salud Públicos, vulnerando los derechos de la comunidad TRANS en especial, volviendo de esta manera el derecho a la salud, un derecho inaccesible.

La discriminación de la que somos objeto los miembros de la población LGBTI en el momento de aplicar a algún trabajo, menospreciándonos, rechazándonos e invisibilizándonos así para el sistema laboral.

• RECHAZAMOS la doble moral con que se siguen “censurando” las manifestaciones homo-afectivas en las diversas instituciones educativas de nuestro país, como también el miedo que muchxs compañerxs LGBTI tienen de demostrar o decir abiertamente su orientación sexual, debido al temor de ser echados de su trabajo por jefes o superiores prejuciosos y homofóbicos.

Rechazamos también la carencia de verdaderos Centros de Salud Amigables, que proporcionen un servicio integral libre de discriminación y prejuicios.

• IMPUGNAMOS el tratamiento inadecuado de la sexualidad por parte de maestras y maestros homo-lesbo-transfóbicos, prejuiciosos, machistas y misóginos;  por parte del personal médico de las instituciones de salud públicas.

• OBJETAMOS el incumplimiento del principio constitucional de laicidad de la educación.

Pues todo ello viola nuestro derecho a gozar de una educación, salud y trabajo que “garantice la igualdad e inclusión social, condiciones indispensables para el Buen Vivir”. Por lo tanto

EXIGIMOS

ü  QUE la presencia de la diversidad sexo-genérica sea visibilizada desde la malla curricular hasta el salón de clases.

ü  QUE la población TRANS femenina y masculina obtenga un trato DIGNO y RESPETUOSO en los Centros de Salud Públicos.

ü  QUE se respete la orientación sexual de los y las trabajadores/as y que esto no sea un “termómetro” para medir sus capacidades y experticia.

ü  QUE nuestra libertad y la conciencia de nuestros cuerpos sea respetada desde el reconocimiento de las identidades hasta las manifestaciones homo-afectivas, dentro y fuera de clases.

ü  QUE nuestra libertad se extienda hasta nuestros sitios de trabajo, sin que esto afecte nuestra estabilidad laboral.

ü  QUE el sistema de salud nos abarque a todos por igual, sin hacer distinciones de ninguna clase.

ü  QUE se deconstruyan desde la cotidianidad todas las formas de discriminación, violencia y opresión en cada Institución Educativa y en cada salón de clases.

ü  QUE se vigile con seriedad toda clase de discriminación y acoso laboral a los/as miembrxs de la población LGBTI.

ü  QUE se apliquen todas las medidas saludables pertinentes que garanticen el bienestar integral de las y los estudiantes, particularmente durante la adolescencia.

Todo esto con el aporte directo de Profesionales de la Educación, Sicólogos, Pedagogos, Médicos, Enfermeras y demás ciudadanos, miembros y activistas de nuestra Comunidad LGBTI.

“La Revolución Ciudadana se consolidará únicamente con la Revolución Educativa”; lo ha dicho nuestro Compañero Presidente, el Ec. Rafael Correa Delgado. Sin embargo, tomando en consideración que una REVOLUCIÓN provoca cambios rápidos y permanentes en las estructuras de los sistemas, es preciso recordar que sin el RECONOCIMIENTO pleno de la Diversidad Sexo-Genérica, esas transformaciones no serán auténticas ni profundas. Nuestras niñas, niños y adolescentes seguirán creyendo que el machismo, el racismo y la homofobia son alternativas válidas para combatir “lo diferente” y defenderse de “las minorías”. Eso refleja el acoso escolar.

Tomando esto como base y sabiendo que la una buena educación no sólo significa progreso para un país, sino también progreso personal; ya que de ella parten los pilares en los que se sustentarán los futuros profesionales que ejercerán su trabajo, o crearan fuentes de trabajo para muchxs ciudadanxs, el educar a nuestros niñxs y adolescentes hará de nuestro país un lugar más incluyente, en el que la discriminación será algo del pasado; obteniendo empleos dignos y un sistema de salud sensible para todxs.

A través de este MANIFIESTO, exhortamos a los Ministros de Educación y Trabajo, así como a la Ministra de Salud,  haciéndoles un llamado público para que juntas y juntos construyamos el BUEN VIVIR. Hay mucho por hacer y Nosotras(os) estamos decididas(os) a unir nuestras manos en el esfuerzo colectivo por erradicar todas las formas de discriminación y violencia.

MANIFESTO Ministries Education, Health and Employment of Ecuador

The undersigned are LGBTI Organizations Groups, Associations and non-profit foundations that work in the promotion, protection, monitoring and enforcement of human rights of Lesbian, Transsexual, Transgender, Gay, Bisexual and Intersex in our country.

In order to lift a situational analysis of our populations in the axes of Education, Health, Justice and Labour, have gathered in the city of Guayaquil with the support of the Office of the Ombudsman of Ecuador.

Among other results, and full of the Participants have agreed to prepare this MANIFESTO PUBLIC directed the Ministries of Education, Health and Labor Relations, in the persons of the Minister Diego Espinoza, the Minister Carina Vance and the Minister Francisco Vacas, respectively, in order to open a space for dialogue.

In this context, We and Us, activists and members of the LGBTI community of Ecuador,

• SALUTE to the Ministry of Education of Ecuador and our colleague, Mr. Diego Espinoza, the Ministry of Health and our partner Minister Carina Vance, the Ministry of Labour Relations and our colleague, Mr. Francisco Vacas, responsible for the Citizen Revolution gestate in these three areas important for sustained human development of the country.

• We recognize the efforts that each of the ministries being done to ensure the rights of citizens to free access to education, health and employment, thus promoting «Plan of Good Living» in these areas.

• We applaud the substantial changes that have resulted in these ministries, openness and closeness that civil society has with them, thereby narrowing the ties and people enter them, thus ensuring their positive actions.

However, We and Us, activists and members of the LGBTI community of Ecuador and raise our voice:

• We denounce: bullying victims of thousands of young people who are in a process of self-determination and / or transition in their body and their affections.
Desensitization exists and persists in Public Health Centers in violation of the rights of the community especially TRANS, thus returning the right to health, right inaccessible.
The discrimination of which we are targeting members of the LGBTI population at the time of applying for a job, dismissing us, rechazándonos and invisibilizándonos well for labor system.

• REJECT the double standards with which they are «censoring» homo-emotional manifestations in various educational institutions of our country, as well as fear muchxs LGBTI comrades have to prove or say openly their sexual orientation for fear of being thrown of their work by commanders or superiors prejuciosos and homophobic.
We also reject the lack of real-Friendly Health Centers that provide comprehensive services free of discrimination and prejudice.

• impugn improper treatment of sexuality by teachers and teachers lesbo-homo-transphobic, prejudiced, sexist and misogynist, by the medical staff of public health institutions.

• We object to the breach of the constitutional principle of secularism in education.

For everything it violates our right to enjoy education, health and work «to ensure equality and social inclusion are prerequisites for Good Living». Therefore
DEMAND

 THAT the presence of sex-gender diversity is visibilizada from the curriculum to the classroom.

 TRANS THAT the female and male population get a dignified and respectful in Public Health Centers.

 THAT respect sexual orientation and workers / as and that this is not a «thermometer» to measure their skills and expertise.

 THAT our freedom and awareness of our bodies be respected from the recognition of identities until homo-affective manifestations, in and out of school.

 THAT our freedom extends to our workplace, without affecting our job security.

 WHO health system encompassing us all equally, without distinction of any kind.

 THAT is the everyday deconstruct all forms of discrimination, violence and oppression in every educational institution and every classroom.

 seriously THAT is monitored all forms of discrimination and harassment for / as miembrxs LGBTI population.

 THAT apply all relevant health measures to ensure the well-being of the students and, particularly during adolescence.

All this with the direct input of Education Professionals, Psychologists, Educators, Physicians, Nurses and other citizens, members and activists of our LGBTI Community.

«The Citizen Revolution will be consolidated only with the Education Revolution», our partner has said President, Rafael Correa Delgado. However, taking into consideration a REVOLUTION causes rapid and permanent changes in the structure of systems, we must remember that without the full RECOGNITION-Generic Gender Diversity, these changes will not be authentic and deep. Our children and adolescents continue to believe that sexism, racism and homophobia are valid alternatives to combat «different» and defend against «minorities». This reflects the bullying.

Taking this as a basis and knowing that a good education not only means progress for a country, but also personal growth, as it split the pillars that will underpin future professionals who hold their work or create jobs for ciudadanxs muchxs the niñxs and educate our teens will make our country a more inclusive, in which discrimination will be something of the past, getting decent jobs and a health system responsive to all LA.

Through this MANIFESTO, call upon the Ministers of Education and Labour and the Minister of Health, making a public appeal to build together and together GOOD LIVING. Plenty to do and We (I) are determined (ren) to join hands in the effort to eradicate all forms of discrimination and violence.
