RESULTADOS DEL ALMUERZO DE TRABAJO ENTRE POBLACIÓN TILGB Y PRESIDENTE DEL ECUADOR RAFAEL CORREA
El segundo encuentro fructífero entre la población TILGB (Siglas re-agrupadas por vulnerabilidad poblacional: Trans, Intersex, Lesbianas, Gays y Bisexuales) y el Gobierno de la Revolución Ciudadana se dio cita este lunes 18 de agosto a las 13:30 en Carondelet. Este es el segundo gran paso que se ha dado desde las organizaciones TILGB, sin dejar de lado la voluntad política del Primer Mandatario, Econ. Rafael Correa Delgado.
La Ministra Coordinadora de lo Social, Cecilia Vaca dio inicio con una introducción sobre los avances, que a criterio de ellos se viene desarrollando en los últimos meses. Sin embargo, los activistas TILGB indicaron que únicamente se ha realizado acercamientos y levantado un diagnóstico general, pero que no se detallaron aspectos concretos de este Ministerio coordinador, que se encuentra encargado del seguimiento de los acuerdos Presidenciales.
Entre exposiciones y diálogos los puntos que reafirman los acuerdos que se obtuvieron en la primera reunión del 13 de diciembre del 2013 fueron:
1.- Se presentaron los veinte casos de asesinatos durante el 2013 de forma detallada en una matriz impresa a los Ministros, Secretario Presidencial, Asesor Jurídico y Primer Mandatario. De la misma forma, se presentaron los cuatro nuevos asesinatos que se van registrando del 2014. Del 2013 quince asesinatos fueron a trans femeninas y los cuatro que van del 2014, pertenecen a este mismo sector poblacional. El presidente indicó al ministro del interior José Serrano, hacer una investigación exhaustiva y que para la siguiente reunión dentro de seis meses, desea saber el estado de cada caso.
2.- El Ministerio de Justicia ante la presentación de la campaña “Tiempo de Igualdad” y la recepción de una solicitud presentada en el lanzamiento de su campaña en mayo del 2014, se comprometió a incluir dentro de sus programas (No más violencia) a la población TILGB, con énfasis en las personas trans, debido a los asesinatos. Esta inclusión se dará a partir de diciembre del 2014, indicó la ministra Ledy Zúñiga.
3.- Para el tema de las Uniones de Hecho, el Señor Presidente fue enfático en referir, a que el Registro Civil no ha aceptado hasta la fecha las Uniones de Hecho, por lo que se vio preocupado en el no cumplimiento de una decisión judicial, lo que podría acarrear el reemplazo de su Director.
4.- El Presidente de la judicatura Gustavo Jalkh, se comprometió a dar seguimientos a las Notarías que incumpliendo disposiciones constitucionales, no permiten realizar las Uniones de Hecho a parejas homoparentales, por lo cual designo a Patricia Salazar para que sea la interlocutora de las poblaciones TILGB, y así poder llegar a un levantamiento de información respecto a la notarias que no permiten la ejecución de este trámite. Esto como base del «Informe del acceso a la justicia y los derechos humanos de los TILGB durante el 2013» de la Asociación Silueta X.
5.- Para las reformas a la Ley del Registro Civil en materia de Identidad de Género, el Defensor del Pueblo apoyó abiertamente dicho proyecto encabezado por la Confetrans, Asociación Alfil, Proyecto Transgénero, Asociación Silueta X, Articulación feminista construyendo Igualdad, entre otros, durante el almuerzo. El señor presidente indico al Secretario Jurídico Alexis Mera, que revise a profundidad los contenidos de dicha propuesta, para luego entregarle un informe, y así poder tomar una decisión que respete la Constitución y las realidades sexo-genéricas, que existen en Ecuador.
6.- En el tema de Salud, los acuerdos se enfocaron en el desarrollo de centros inclusivos, donde no exista distinción entre las personas por su orientación sexual o identidad de género.
7.- En el tema laboral Carlos Marx Carrasco, ministro del ramo, solicitó los aportes a las leyes que se habían presentado a la Asamblea, por parte de las organizaciones TILGB. Recalcó, que se encuentra en análisis e implementación de un programa específico para acceso a empleos de poblaciones vulnerables, entre ellas, las poblaciones sexualmente diversas; que incluyen, el fortalecimiento y la sensibilización a los inspectores de trabajo que son el contacto directo con los usuarios.
8.- El Ministro de Educación, se comprometió a crear programas de sensibilización en identidad de género y orientación sexual, para tener docentes más informados, sobre estas poblaciones históricamente discriminadas.
9.- El Primer Mandatario se comprometió a reunirse cada 6 meses con las organizaciones TILGB, para revisar los avances de los acuerdos llegados el 13 de diciembre del 2013 y operatividades en este almuerzo de trabajo, fechado el 18 de agosto del 2014.
10.- Finalmente, el Señor Presidente solicitó a Diane Rodríguez, fortalecer y ampliar criterios o conocimientos conjuntamente, respecto a las temáticas de género, identidad de género e ideología de género, que hoy en día forman parte de la coyuntura y de la academia a nivel mundial.

RESULTS WORKING LUNCH BETWEEN POPULATION AND PRESIDENT OF ECUADOR TILGB RAFAEL CORREA
The second fruitful encounter between TILGB population (Acronyms re-grouped by population vulnerability: Trans, Intersex, Lesbian, Gay and Bisexual) and the Government of the Citizen Revolution occurred appointment on Monday August 18 at 13:30 in Carondelet. 9.-The President promised to meet every 6 months with TILGB organizations, to review progress of agreements reached on December 13, 2013 and operatividades this working lunch, dated August 18, 2014.
10. Finally, the President asked Diane Rodriguez, strengthen and expand knowledge criteria or jointly, with respect to gender issues, gender identity and gender ideology, which today are part of the situation and the academy worldwide.
