Inicia campaña para promover la unión de hecho en parejas del mismo sexo.

Desde el próximo 15 de septiembre, las uniones de hecho quedarán registradas en la cédula. Por esto, 15 organizaciones de la comunidad Glbti (Gays, Lesbianas, Bisexuales, Transexuales e Intersexuales) lanzaron ayer una campaña para incentivar a las parejas del mismo sexo y heterosexuales que acudan al Registro Civil.

En Quito, Guayaquil y Cuenca estará habilitado el sistema para que quienes cumplan los requisitos puedan legalizar su relación, después de que el Registro Civil derogara la resolución que impedía el registro de las uniones de hecho.

Ayer, en Quito, Guayaquil, Cuenca y Machala se lanzó la campaña con el lema: ‘Unión civil igualitaria. Mi unión de hecho en mi cédula es mi derecho’.

Desde 2008, la Constitución reconoce la unión de hecho porque señala en el artículo 68 que es “la unión estable y monogámica entre dos personas libres de vínculo matrimonial que formen un hogar de hecho”, siempre que cumplan con los requisitos. Estos serán publicados el 10 de septiembre por el Registro Civil.

Antecedentes

Alejandro Burbano, abogado de la Asociación Silueta X, resumió uno de los casos en rueda de prensa. El 30 de junio de 2010, Daniela y Belén acudieron a la Notaría Vigésimo Segunda de Quito para inscribir su unión y posteriormente al Registro Civil, pero recibieron la negativa.

Tras una “batalla legal”, el 5 de junio de 2012, la Tercera Sala de Garantías Penales aceptó la acción de protección y dispuso que se realice el “registro inmediato”. Pero esto no se cumplió.

Por otro lado, Rachell Erazo, presidenta de la Fundación Alfil, indicó que en el ‘Informe del acceso a la justicia y los derechos humanos de los Glbti’, realizado en octubre de 2013 en Guayaquil, se determinó que de las 42 notarías, solo 5 realizaban las uniones de hecho de personas del mismo sexo.

Por esto, los miembros de las organizaciones que dieron ayer la rueda de prensa señalaron que “tanto las poblaciones heterosexuales como homosexuales” han tenido “un sinnúmero de trabas sociales, legales y jurídicas” para inscribir sus uniones de hecho. (AGO)
