HIV country conditions

Use careful language: access is not the same as guaranteed continuity

Official Ecuador data report antiretroviral treatment coverage and an active public HIV program. For 2024, the Ministry reported 88.8% ART coverage and 77.9% viral suppression.

Separately, civil-society organizations reported treatment disruptions in 2026. A legally useful report should present both the official system and credible reports of implementation problems, then connect them to the client’s individual circumstances.

This is stronger than claiming “Ecuador has no HIV medication.” The relevant issue is whether this particular person can safely and reliably obtain the required treatment.
