ORGANIZACIONES SOCIALES PRESENTARON EN GUAYAQUIL APORTES A LEY DE CONSEJOS NACIONALES PARA LA IGUALDAD.

Con la participación de 150 representantes de colectivos indígenas, montubios, GLBTI y de sectores populares de Guayaquil, el  Consejo de Participación Ciudadana y Control Social (CPCCS) realizó, el lunes 16 de septiembre de 2013, un conversatorio para recoger aportes al proyecto de la Ley de Consejos Nacionales de Igualdad, aprobado en primer debate por la Comisión Permanente de los Derechos Colectivos, Comunitarios y la Interculturalidad de la Asamblea Nacional.

El conversatorio, que se llevó a cabo en las instalaciones del CPCCS, contó la moderación de la Consejera Marcela Miranda Pérez, quien resaltó la voluntad de las autoridades y líderes sociales de aportar a la construcción de la nueva ley, ‘los aportes de la ciudadanía son valiosos, es parte del fomento a la participación ciudadana. Se mantendrán este tipo de talleres sobre diferentes temas que permitan garantizar la construcción participativa de leyes que necesitamos’ manifestó.

El evento contó con la exposición de Gina Godoy, asambleísta nacional; Nubia Villacís, Consejera del Consejo Nacional Electoral (CNE) y Mari Cruz Sánchez, representante de la Asociación de Mujeres Trabajadoras Remuneradas del Hogar.

Durante dos horas, se presentaron apuntes, propuestas y cambios al proyecto que remitió la Asamblea Nacional, con el compromiso de sistematizarlos a través de una comisión técnica conformada por representantes de organizaciones sociales y de la ciudadanía para hacer llegar los resultados del conversatorio hacia la Comisión Legislativa encargada de presentar el informe para segundo debate. Lady Mosquera (líder montubia) y Dianne Rodríguez (colectivo GLBTI) se comprometieron a formar parte de este equipo.

Los Consejos Nacionales para la Igualdad son organismos que reemplazan a los antiguos Consejos temáticos existentes, como son el Consejo Nacional de las Mujeres (CONAMU), Consejo Nacional de Discapacidades (CONADIS), o al Consejo Nacional de la Niñez y Adolescencia, son responsables de asegurar la plena vigencia y el ejercicio de los derechos consagrados en la Constitución y en la ley.

La normativa en estudio establece la conformación de los Consejos de Género, Intergeneracional, Étnico, Discapacidades y Movilidad Humana.

Este es uno de los tres conversatorios realizados sobre el tema con el apoyo y facilitación del CPCCS. El segundo se llevó a cabo simultáneamente en Quito y el último será en Cuenca el próximo 23 de septiembre.

GUAYAQUIL PRESENTED IN SOCIAL ORGANIZATIONS CONTRIBUTIONS TO NATIONAL COUNCILS ACT FOR EQUALITY.

With the participation of 150 representatives of indigenous groups, local peasants, GLBTI and popular sectors of Guayaquil, the Council of Citizen Participation and Social Control (CPCCS) held on Monday, September 16, 2013, a discussion to collect contributions to the project Act National Equality Councils, approved in first reading by the Standing Committee of the collective rights and Intercultural Community National Assembly.

The Councils are national equality bodies replace old existing thematic Councils, such as the National Council of Women (CONAMU), National Council on Disabilities (CONADIS), or the National Council for Childhood and Adolescence, are responsible for ensure the full enjoyment and exercise of the rights enshrined in the Constitution and the law.

The study establishes rules on the formation of the Councils of Gender, Generations, Ethnic, Disability and Human Mobility.

This is one of the three conversations conducted on the subject with the support and facilitation CPCCS. The second was held simultaneously in Quito and the last will be in Cuenca on 23 September.
