Nueva campaña sobre la unión de hecho.
La unión de hecho se inscribirá como estado civil en 16 días, una vez que el Registro Civil derogó la resolución del primero de septiembre de 2010 que prohibía su ingreso al archivo magnético y a la cédula de identidad. El 22 de agosto aprobó una nueva resolución que faculta su inscripción.
Por esto, desde el martes que viene, la Asociación Silueta X promoverá una campaña para dar a conocer en qué consiste la unión de hecho y cómo las parejas de la comunidad Gblti pueda acceder a este, además de los derechos y responsabilidades que conllevan ese tipo de unión legal.
Las dificultades para inscribir en el Registro Civil se evidenciaron después de que parejas del mismo sexo tuvieron que acudir a la justicia para solicitar que se cumpla lo que establece la Constitución: que la unión de hecho es cuando dos personas están juntas y cumplen ciertos requisitos. No que es una unión entre un hombre y una mujer.
Cambios
El Registro Civil emitió un comunicado en el que señala que desde el 15 de septiembre las agencias de Quito, Guayaquil y Cuenca recibirán las solicitudes para inscribir las uniones de hecho. Serán las primeras, después se sumarán las agencias de otras ciudades.
La pareja deberá acudir a las instalaciones, tal como se haría para otro trámite. A partir del 10 de septiembre se publicará el costo y los requisitos en la página web de la institución. La unión de hecho será voluntaria y, una vez aceptada, será inscrita en el Registro Civil y constará en la cédula.
Representantes de la comunidad Glbti se reunieron con el presidente, Rafael Correa, para explicarle que la unión de hecho no estaba efectuándose en el país, a pesar de que está permitida en la Constitución.

Rachell Erazo, presidenta de la Asociación Alfil, considera que la posibilidad de que se transforme en un estado civil constituye “un adelanto en materia de derechos”, mediante el cual se puede acceder a los beneficios de la Seguridad Social, las herencias y otras coberturas legales.
“En materia de derechos es un paso más, pero todavía no hay igualdad”, señaló Erazo, quien considera que también se debe pensar en el matrimonio.
El mismo criterio comparte Efraín Soria, presidente de la Fundación Equidad. Para él es positiva la decisión de Correa de dar paso a la unión de hecho. La Fundación ha mantenido reuniones con el Registro Civil para determinar cómo se aplicará la decisión de que sea un estado civil. Este lunes tendrán otra reunión. (AGO)
